Purpose of Integrity Index

The Integrity index for public organisations will be computed based on evaluation of operational processes and perception of the same by internal and external stakeholders. Data for evaluation will be submitted online by the respective organizations on a participation basis. Therefore the framework for computing integrity index relies only on primary data, unlike other tools developed elsewhere (Corruption perception index, Transparency International ranking, or Index of Public Integrity).

The framework for computing integrity index was developed in a scientific research based approach. This framework has no global precedence to the best of IIMA's understanding, as it is voluntary for the organizations to undergo the evaluation or not and is built on primary data collection.

At the first stage of development, 25 CPSU's, state organizations and ministry have been selected by CVC for supporting IIMA in developing the framework. The framework at the current stage is evolutionary and there could be further changes in the framework. It is hoped that the framework will support the Central Vigilance Commission (CVC) in ensuring probity in public organisations

Led by space scientist Dr. Vikram Sarabhai and an eminent industrialist and philanthropist Shri Kasturbhai Lalbhai, and proactively supported by the then Chief Minister of Gujarat, Dr. Jivraj Mehta, a group of enlightened individuals set up IIMA in 1961. This group ably wove together a coalition of five actors - the governments at the centre and the state, local industrialists, the Ford Foundation and the Harvard Business School, to establish the foundations of the Institute.

IMA has been consistently ranked as the premier management school in the country by several national agencies. IIMA programmes are also ranked highly in several international rankings. In 2008, IIMA became the first management school in the country to be awarded EQUIS (European Quality Improvement System) accreditation by the EFMD (European Foundation for Management Development).

Central Vigilance Commission

An Apex institution of India

CVC is conceived to be the apex vigilance institution, free of control from any executive authority, monitoring all vigilance activity under the Central Government and advising various authorities in Central Government organizations in planning, executing, reviewing and reforming their vigilance work.
Consequent upon promulgation of an Ordinance by the President, the Central Vigilance Commission has been made a multi member Commission with "statutory status" with effect from 25th August,1998

The CVC Bill was passed by both the houses of Parliament in 2003 and the President gave its assent on september 11, 2003. Thus the Central Vigilance Commission Act 2003 (No45 0f 2003) came into effect from that date.

The Commission shall consist of: * A Central Vigilance Commissioner - Chairperson; * Not more than two Vigilance Commissioners - Members; Vide GOI Resolution on "Public Interest Disclosure and Protection of Informer" dated April 2004, the Government of India has authorized the Central Vigilance Commission as the "Designated Agency" to receive written complaints for disclosure on any allegation of corruption or misuse of office and recommend appropriate action.

Central Vigilance Commission (CVC) is the premier Government of India Institution, set up to advise and guide all organizations on vigilance related issues. CVC is completely an autonomous and empowered apex body, that monitors all activities that fall under the purview of vigilance, corruption and integrity.

The Integrity Index

Objectives

The objective of this exercise is to define what constitutes integrity of public organisations, to identify the different factors of integrity and their inter-linkages and to create an objective and reliable tool that can measure the performance of organisations on this benchmark.

A five-year road map is envisaged for developing the framework to compute integrity index of organizations. A detailed study and analysis of organizations, associated ecosystem, consisting of formulation, establishment and development processes, organisational structure for such measurement, advocacy of the scores shall be undertaken over a period of time to improve the robustness of the framework.

Helps to assess anti-corruption measures

'Integrity index': will help the Government departments in India to assess where they stand on anti-corruption measures. The integrity index will be initially be compiled for public sector organisations. It will be based on bench marking of governance processes by internal and external stakeholders. This is an research-based approach to creating an integrity index that various organisations can use to measure themselves and which will evolve with changing needs

This index believes that integrity, long-term sustainability and profitability are all closely linked and can help public organisations create islands of excellence in the medium to long term while achieving the objectives.

Besides, it will understand the ecosystem that is necessary for long-term sustenance of the measurement, upgradation and promotion of use of the index in such a way that it becomes an integral part of policy and decision making.

The main objective of this exercise is to define what constitutes integrity of public organisations, identify the different factors of integrity and their inter-linkages and to create an objective and reliable tool that can measure the performance of organisations on this benchmark

INTEGRITY IN ORGANISATIONAL CONTEXT

  • Integrity applies to individuals and organisations
  • Integrity of individuals affects the integrity of organisations and vice versa
  • Organisations should have processes to promote the culture of integrity, checks and balances to minimise the effect of lack of integrity in individuals
  • Organisational culture should discourage deviant behaviour.
  • There are two important aspects of Integrity viz.
    • Integrity of Management
    • & Management of Integrity.
  • Integrity of Management is a prerequisite for Management of Integrity
  • Procedures that are legal should also be ethical

DEFINITION OF INTEGRITY

  • When there is a congruence among our thoughts, words and actions, the integrity gets manifested.
  • Integrity includes but goes beyond honesty. Honesty is telling the truth- in other words, conforming our words to reality. Integrity is conforming reality to our words- in other words, keeping promises and fulfilling expectations
  • Integrity is the basis of Trust
  • Integrity is the uprightness of character
